This problem continues even after changing the compatibility mode to Windows Vista or Windows XP for the game or rebooting the system. At the mean time, the game faces problem with some selected Windows 7 system 32-bit (x86) and 64-bit (x64) systems while other systems tend to play it properly.

There is no official solution to fix this problem yet, however users can follow a workaround to fix this by reducing the color quaility from highest quality of True Color (32 bit) to lower quality of High Color (16 bit). Right click on Desktop >> select Screen Resolution >> Advanced settings >> Monitor tab. and change the display resolution. Else you can also reduce the desktop display resolution to 800×600 pixels as GTA 4 runs properly at SVGA (Super VGA) resolution. Once you are in the game, revert to original resolution. [via]
